First Open any DaVinci Resolve 16 Project
Then navigate the top menu (Workspace - Show Page - Uncheck Cut)
Next time you open a new project, it should load to edit page instead of cut page

Can bring back cut page anytime with Workspace - Switch to Page - Cut
