Seagull Beach Ocean Bird NJ Alien Mystery Food eel What

Seagull on a beach in Belmar, NJ. What is it eating? Is that an eel, a seatbelt, some alien material or a creature from the ocean? I could not get close enough to tell and had never seen anything that looked like it before.
