Cuyahoga Co. approves ballot collection at libraries, but Secretary of State says sites can't operate

Hours after the Cuyahoga County Board of Elections unanimously voted on a bipartisan basis to establish seven temporary collection locations for ballots and ballot applications, the Secretary of State's office said these sites cannot operate while there is pending litigation about ballot drop boxes.
