Lazy dog downs paws and refuses to walk

Harley is a very lazy Bernese mountain dog who lives in Burlington in Ontario, Canada. She's almost 10 years old and tires easily. On this occasion during a walk with her owner, Harley was so exhausted she just laid on her back and refused to move.
