Judge says homeless camp lawsuit against city can proceed

Jailing people for living in homeless camps when no shelter is available could constitute “cruel and unusual punishment,” U.S. District Court Judge Timothy Black declared in an order that paves the way for homeless people to continue a legal fight against the city of Cincinnati.
