Scottsdale Councilman admits mistake with 'I can't breathe" comment

Scottsdale Councilman Guy Phillips admits he made a mistake and was insensitive when he uttered the words "I can't breathe" twice during an anti-mask demonstration last week in Scottsdale. However, he said he would not resign, as some people have asked him to do. He said if people wanted to vote him out they could vote in the upcoming primary election.
