Man charged in deadly shooting at Roseville bar released on tether over COVID fears

A man charged in a deadly shooting at a Roseville bar last year had his bond reduced over fears of COVID-19. He was ordered to wear a tether. The victim's father-in-law is furious and says this alleged killer shouldn’t be allowed out and back home.
