New law allows longer sentences for convicted rapists

Keesean Savage, who kidnapped and assaulted a woman behind an apartment complex, will spend at least 16 years in prison. It's an unusually long sentence for people convicted of rape — one possible because of the Reagan Tokes Act, which strengthens judges' ability to punish some sexual offenders.
