Info from Licensor: "This video was taken by a security camera outside my family's shop. It appears that a biker was riding down the main road incredibly fast for the area. The driver of the car did not see the biker and just turned into the road. You are not permitted to do u-turns in this area so the rider would not have anticipated it."
