Info from Licensor: "I was driving on I-95 last Sunday (10/13/19) when this rider passed me making a lot of noise. Right after that he started to ride on only one wheel. He did that for a good amount of time. Even the cops saw him but they didn’t do anything! I passed him and stopped recording."
