Driving with the Rim to the Road

Info from Licensor: "I, was driving westbound on Bell Rd. in Peoria, Arizona at around 6:00pm in the afternoon when I came across a man with long hair driving on his rear rim. The tire was still stuck in the wheel well. You could see a single white line for as long as he was driving on that road, and you could see him continuing to create the white line in the video. He was driving confidently as if nothing was going on."
