Mysterious Traffic Pole Dancer

Info from Licensor: "I was driving near my home when I saw a man dancing on top of a crosswalk light. As I got closer, I could see he was wearing a mask. It was so crazy looking I pulled out my phone and tried to record him. When he saw me recording him he didn't seem to care. I even saw a cop drive by the dancer and to my surprise the cop didn't seem to notice or care that a masked man was dangerously dancing on a very tall but small crosswalk light."
