I-Team: Is Cincinnati a 'slumlord' to its old buildings?

Fire Station 49 in Madisonville was built in 1910, when firefighters traveled by horse and buggy. It went on a list of buildings in need of replacement in 1996. So when's that replacement — or even a set of rudimentary fixes — coming?
