Drainage Canal Close to Overflowing

Info from Licensor: "I was stuck in traffic on a flooded street the morning of July 10th, 2019 next to a drainage canal that is typically 20 ft deep with only about 4 ft of water in it. I looked over to realize the canal was flowing like a river only inches from overflowing and it was still raining!"
