Arbitrator: Officer who stunned 11-year-old with Taser did not use excessive force

Officer Kevin Brown was suspended for seven days after he shocked 11-year-old Donesha Gowdy with a Taser. He'll be reimbursed for those missed days of work after an arbitrator found he had acted according to department procedure, according to the head of the Cincinnati Fraternal Order of Police.
