Alderman Mark Borkowski responds to pothole claims with 'that's just the way it is'

The city of Milwaukee receives dozens of claims a year for pothole damage but hasn't paid out a single one. Milwaukee Alderman Mark Borkowski is the chair of the committee that oversees those claims. He called the claims process "unfair" but told the I-Team he's not going to do anything about it.
