Info from Licensor: "A 2-year-old toddler was alone, walking near a busy street in El Paso, Texas. I started walking with him to try to find his mother. After a while, I found the mother and she bit his finger, then told him to be quiet when he began to cry. I told her he said he was hungry and she told him she would not feed him."
