The latest fight to contest the Trump administration’s contentious plan to add a citizenship question to the 2020 census will begin on Tuesday.

The plan’s legality will be tested in arguments before the U.S. Supreme Court, which has a 5-4 conservative majority.

The nine justices will consider whether Commerce Secretary Wilbur Ross violated a federal law called the Administrative Procedure Act and the U.S. Constitution’s mandate to enumerate the nation’s population every 10 years.
