Reuters reports the worst flooding in 20 years hit Northern California's Guerneville on Wednesday.
Thousands of residents were warned to get out or risk being stranded several days.
Water hit roofs of homes and submerged cars, forcing the evacuation of about 3,600 people.
Santa Rosa reportedly received 4.64 inches of rain.
The Russian River rose to over 43 feet by Wednesday afternoon.
