SPCA: "Charlie the dog" euthanized due to health, aggressive behavior

The Erie County SPCA announced Charlie the dog, who was found emaciated in a garbage tote by Buffalo Sanitation workers was euthanized Friday night due to his health and aggressive behavior he recently displayed.
