Squatter landlord collects rent and deposits, then leaves tenants without water

Tenants thought they were getting a great deal when they rented an apartment blocks from the beach. But soon they learned the man posing as the landlord didn't own the property. When a foreclosure notice arrived and the county cut off water service, things quickly went from bad to worse.
