Woman: man who masturbated outside a beach condo not arrested

The property manager of a North Naples beach condominium is demanding action after she said one of the condo's surveillance cameras caught a man with his hand down inside his shorts, masturbating. It happened Thursday afternoon outside the lobby of Beachmoor Condominiums. The man left after the property manager yelled at him to stop. But when she called the Collier County Sheriff's Office, she said deputies told her the man couldn't be arrested, since he didn't actually expose himself.
