I’ve taken him down. And for those who don’t know, we do have a Citizens Arrest Act. The webpage might be archived, but it still exists — and I found it. I also found the law that confirms you’re legally allowed to do this.

It’s Section 494(1) of the Criminal Code. It says anyone can arrest someone without a warrant as long as they find them committing an indictable offence, or they have reasonable grounds to believe the person has committed an offence and is escaping from a police officer.

Which is exactly what you saw in that video.

If anyone does make an arrest without a warrant, you must immediately deliver that person to a police officer. The key is: you can only use reasonable force.

So yes — when you see guys robbing the LCBO, or people committing an indictable offence — as a citizen, you have the right to make a citizens arrest. This exists. This is the law.
And maybe that’s what this country needs again.”
