Dick's F.A.P. '69 (Richard Nixon's Family Assistance Program bill of 1969)

President Nixon had an amazing alternative to the welfare program that featured a tiered assistance plan that encouraged families to stay intact by keeping fathers in the home. Sadly his plan was never passed into law, but I think his ideas are worth revisiting in the modern age considering we are far from perfecting the current system.
