Is my classic Xpower Z87 MSI motherboard dead? Or is there hope with a cheap old cpu test?

One of my all time favorite motherboards came out of storage with it's installed 4770k cpu not booting past some ram mem codes (tried different ram and slots no luck) ... Is it the motherboard that's dead or the cpu? well a cheap used 4570s cpu order later and here we are for the test! XD :'(
