I catch my 2nd legendary pokemon at Celestial Tower and then after I ring the bell at the top, I go back to the city to take on the gym, which is flying-type. After another fight with Cheren, I get to cross water now and I go back to my hometown to check out the waters I was never able to swim across before. Another legendary pokemon will be caught.

Normally, I would post a link to where I got the game ROM, but I'm going to keep it secret, because I don't want the Nintendo ninjas to kill that website like they did with Emu Paradise. Sorry to say, but you're going to have to find a emulator ROM site on you own.
