Tarkin Solos Order 66 Raid.... But Only Sometimes

I'm annoyed with how Tarkin can solo the basic tier of the Order 66 raid with ZERO difficulty, yet, increase the difficulty ONE rank, and all of a sudden, it becomes impossible.

I really HATE this stupid game.
