Typhoon Kalmaegi brings flooding and devastation to Cebu, Philippines

Typhoon Kalmaegi killed at least 85 people (most by drowning). Cebu, a province of more than 2.4 million people, declared a state of emergency.
Kalmaegi heads toward Vietnam and Thailand.
