THE FULL TRUTH ABOUT TEXAS REDISTRICTING
Texas was forced to redistrict because the Biden DOJ sued Galveston County and lost. That case changed the law, making four Texas congressional districts unconstitutional.

When Texas drew its districts in 2021, they created four “coalition minority districts” by combining two minority communities into one majority-minority district.

On March 24, 2022, the Biden DOJ sued Galveston County for not creating a coalition district for Black and Latino voters.

Then, on Aug. 1, 2024, the Fifth Circuit ruled that coalition claims don’t align with Section 2 of the Voting Rights Act or Supreme Court precedent. The court decided coalition minority districts are unconstitutional.

On July 7, 2025, President Trump’s DOJ notified Texas that four congressional districts violated that ruling and had to be redrawn.
Texas followed the law not politics by redrawing those districts to avoid costly, losing litigation.

This wasn’t Trump’s doing. Texas had to act because Biden’s lawsuit against Galveston clarified that coalition minority districts violate the Constitution.
Meanwhile, in California, the Independent Redistricting Commission not the legislature draws congressional maps. To put Proposition 50 on the ballot, California lawmakers broke their own Constitution by taking over that role.
Two lawsuits were filed asking the California Supreme Court to stop Prop 50 before it reached voters, but the Court dismissed both without addressing the violations.
