American Sovereignty and Anti-Islamist Infiltration Act of 2025

A BILL
To protect the sovereignty, constitutional order, and cultural fabric of the United States by prohibiting the establishment, promotion, or advancement of Islamic political ideology—specifically Islamism and Sharia law—that seeks to replace the U.S. Constitution, undermine American way of life, and convert the nation into an Islamic state; to prevent individuals affiliated with or advocating for such ideology from holding public office; to reform immigration and naturalization processes to exclude and deport supporters of this threat; and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
This Act may be cited as the “American Sovereignty and Anti-Islamist Infiltration Act of 2025.”

SECTION 2. FINDINGS.
Congress finds the following:
1. The United States Constitution is the supreme law of the land, and no foreign legal, political, or ideological system—particularly the Islamic political ideology of Islamism and Sharia law—may supersede it or seek to replace it with a theocratic system that enforces religious supremacy over democratic governance.
2. Islamist movements, both domestic and foreign, have openly pursued a strategy of demographic conquest, political infiltration, and cultural subversion to outbreed non-Muslims, seize control of government institutions through voting blocs, and impose Sharia law, as explicitly stated by Islamist activists and documented in the Muslim Brotherhood's 1991 Explanatory Memorandum, which outlines a "civilizational jihad" to "destroy Western civilization from within" by settling, influencing, and infiltrating U.S. institutions to advance an Islamic state.
3. In parts of Europe and Canada, such Islamist efforts have led to parallel societies, "no-go zones," rapid population shifts enabling electoral dominance, and open declarations of intent to "outbreed everyone who is not Muslim and vote it out and put Sharia law in place," providing a dire cautionary example for the United States.
4. The First Amendment protects freedom of belief and worship but does not extend to advocacy for the overthrow of the U.S. government, the replacement of constitutional law with Sharia, or the establishment of an Islamic state that subjugates women, minorities, and non-believers.
5. Unrestricted immigration from Islamist hotspots, without stringent ideological vetting, has accelerated this infiltration, weakening national unity, fostering dual loyalties, and increasing risks of subversion through mosques, enclaves, and economic tools like Halal certification that funnel funds to radical causes.
6. Immediate legislative action is required to eradicate this Islamist cancer, safeguard national sovereignty, dismantle parallel Islamic systems, and preserve the American way of life before irreversible conversion to an Islamic state occurs.
SECTION 3. DEFINITIONS.
For the purposes of this Act:
1. Islamist Ideology means the political and theocratic movement of Islamism, including Sharia law, that advocates replacing or undermining the U.S. Constitution with an Islamic legal and governance system aimed at converting America into an Islamic state through demographic, electoral, or cultural means.
2. Islamic Enclave means any geographic area within the United States where federal, state, or local law is systematically replaced, undermined, or disregarded in favor of Sharia norms, creating parallel societies that foster separatism, extremism, and anti-constitutional activities.
3. Sharia Legal System means any Islamic framework that conflicts with constitutional principles, including equality under the law, separation of church and state, due process, and individual freedoms, and seeks to impose religious penalties, gender apartheid, or jihadist supremacy.
4. Assimilation means demonstrable allegiance to the U.S. Constitution, rejection of Islamist Ideology, and full integration into American civic life, including respect for pluralism, secular governance, and the rejection of dual loyalties to any foreign or theocratic authority.
5. Halal Certification means any economic or commercial scheme promoting Islamic dietary or business standards that directly or indirectly funds Islamist organizations, mosques, or subversive activities.
SECTION 4. ELIGIBILITY FOR PUBLIC OFFICE.
(a) Ineligibility.—Any individual affiliated with, advocating for, or supporting Islamist Ideology—including Muslims or Islamists seeking to impose Sharia or convert America to an Islamic state—shall be ineligible to hold or run for federal, state, or local public office, to safeguard the secular Constitution from theocratic infiltration.(b) Verification.—Eligibility shall be determined by a sworn oath affirming exclusive allegiance to the U.S. Constitution, explicit rejection of Islamist Ideology and Sharia law, and a comprehensive background review by the FBI, including scrutiny of religious affiliations, financial ties to Islamist groups, and public statements supporting an Islamic state.

SECTION 5. IMMIGRATION AND NATURALIZATION REFORMS.
(a) Visa and Entry Restrictions.—No visa, residency, green card, or entry shall be granted to individuals from nations with predominant Islamist influence or those who openly support Islamist Ideology, Sharia law, or the establishment of an Islamic state in America.(b) Assimilation Requirement.—Applicants for naturalization must demonstrate Assimilation by:
1. Swearing under penalty of perjury to reject Islamist Ideology, Sharia law, and any effort to convert America to an Islamic state.
2. Passing an enhanced ideological vetting exam on U.S. history, government, and the incompatibility of theocratic systems with American values.
3. Proving proficiency in English, commitment to civic integration, and no ties to mosques, Halal funding, or Islamist organizations.
(c) Revocation and Deportation Authority.—Citizenship or residency may be revoked and deportation ordered for any individual found to have concealed support for Islamist Ideology, including through demographic conquest strategies or ties to subversive groups like the Muslim Brotherhood.(d) Ban on Halal Certification.—All Halal certification programs are prohibited if they fund Islamist causes; violators face civil penalties up to $500,000 per instance.

SECTION 6. PROHIBITION ON ISLAMIST IDEOLOGY AND INSTITUTIONS.
(a) Unlawful Promotion and Establishment.—It shall be unlawful for any person, organization, or entity to establish, promote, fund, or operate any institution, school, community center, mosque, or similar facility in the United States with the intent of advancing Islamist Ideology, including the propagation of Sharia law or recruitment for an Islamic state.(b) Ban on Mosque Construction.—No new mosques or expansions of existing ones shall be permitted nationwide; all current mosques must register annually with the Department of Homeland Security and undergo ideological audits to ensure non-subversive use.(c) Enforcement.—The Attorney General, in consultation with the Department of Homeland Security, shall designate and monitor organizations, including those tied to the Muslim Brotherhood or similar groups, that promote Islamist Ideology. Violations shall be subject to fines up to $1,000,000, imprisonment up to 25 years, or both, with mandatory asset forfeiture.

SECTION 7. PROHIBITION ON ISLAMIC ENCLAVES AND DUAL SOCIETIES.
(a) Ban on Enclaves.—No municipality, neighborhood, or geographic area may operate as an Islamic Enclave or dual society that supplants U.S. law with Sharia or Islamist norms, including the enforcement of religious policing, gender segregation, or anti-Western teachings.(b) Federal Authority.—The Department of Justice and the Department of Homeland Security are authorized to dismantle such enclaves through federal intervention, including the withholding of all federal funding, deportation of non-citizens involved, and revocation of citizenship for naturalized participants.

SECTION 8. ENFORCEMENT AND FUNDING.
(a) Task Force.—The President shall establish an Interagency Task Force on Anti-Islamist Infiltration, including representatives from DHS, DOJ, FBI, and the Intelligence Community, to identify, prosecute, and eradicate threats from Islamist Ideology.(b) Funding.—$1,000,000,000 is authorized for fiscal year 2026 to carry out this Act, including surveillance, deportations, and public education on the dangers of Sharia and Islamic state ambitions.

SECTION 9. SEVERABILITY.
If any provision of this Act is held invalid, the remainder shall not be affected.SECTION 10. EFFECTIVE DATE. This Act shall take effect 90 days after enactment.
