Russia's goals in their SMO were very clearly stated early in the conflict. Number one on the list is the DEMILITARIZATION of Ukraine. This does not require an elimination of civilians and property. It is a war of attrition. To that end, Russia is methodical in their pursuit of the goal, preferring to avoid the massive destruction that would become their responsibility to restore when the goal is met.
