Why does the EU have mandatory migration quotas?

Under the EU Pact on Migration and Asylum (2024):

If a member state refuses to relocate an asylum seeker from a frontline country (e.g., Italy, Greece),
It must pay €20,000 per person into a common EU fund.

This is mandatory solidarity: you must contribute — either by:

Taking in migrants, or
Paying €20,000 each (or providing equivalent operational help).

No full opt-out. Implementation starts June 2026.
