Carlton Meyer calls this episode, "Putin's Special Military Operation", which is a bit of a misdirection. A very large portion of the Russian population was frustrated with their leadership in that it took eight years to get to this decision. If we assign ownership of the SMO to Vladimir Putin, it is only out of an extraordinary effort on behalf of the whole government and military to exhaust every other possibility, such as the numerous agreements that Carlton refers to. In the end, there was no other option.
