The man accused of fatally stabbing 23-year-old Ukrainian immigrant Iryna Zarutska on Charlotte’s light rail system is now facing federal charges that could make him eligible for the death penalty, according to the Justice Department.
Decarlos Brown Jr., 34, was arrested on August 22 after attacking Zarutska as she rode the Lynx Blue Line home from work. Federal prosecutors charged him with causing death on a mass transportation system, a crime that carries possible capital punishment.
U.S. Attorney Russ Ferguson called the stabbing a “terroristic act” and vowed justice for Zarutska and her family. Officials said there was no prior interaction between the suspect and victim before Brown suddenly pulled out a knife and stabbed her multiple times. Zarutska died at the scene.
The attack, captured on video, has sparked national outrage and raised concerns about transit safety. Charlotte Mayor Vi Lyles announced immediate increases in security, including redeploying transit police, boosting patrols, and adding bike and urban vehicle units. Transportation Secretary Sean Duffy criticized the city for failing to protect riders.
Brown, who has a long criminal history including robbery and multiple arrests, had recently been released from prison. He is also facing state murder charges and is scheduled to appear in court September 19.
Zarutska, who fled war-torn Ukraine and recently moved in with her partner in Charlotte, had worked at a senior center and local restaurants. Her family said she loved America and will be buried in the U.S.
