Correct, it is western Europe that "Color" coded civilization. Any civilization which is not European ow "White" was deemed not being civilized enough, even if these civilizations ruled over vast territory of Europe. Persian Achaemenid Empire ruling parts of Balkans, Arabs-Berbers ruing over Iberia for nearly 800 years, was dubbed Moorish (soft term for African and black). Same was true for Ottoman Turks who rules large part of Balkans and Eastern Europe for nearly 600 years were always seen through the lenses of being non white ! Same goes for Mongols and Tatars who rules vast part of Russia and Eastern Europe for centuries. Chinese, Indian, and other "colored" civilization were also dubbed inferior. Irony is, all non European section of humanity has pretty much accepted this notion. In other word, a sense of inferiority has been voluntarily enforced upon the non European world ! Still to this day, there is talk about clash of civilization between "colored", non white Global South and White Global North/West, even though many non white nations( Japan, China-Korea, ASEAN states, Gulf Arabs states etc.) are way ahead of the North/West in many ways. This is indeed an irony !
