Government responds after 2,700,000 people sign petition to scrap Digital ID cards

The government has dismissed a petition with more than 2.7million signatures calling for Digital ID cards to be scrapped.
Last month, Labour announced it wanted to follow in Estonia’s footsteps to bring in a digital ID system, providing a free national ID for all UK citizens and legal residents aged 16 or over.
Prime minister Keir Starmer said the so-called Brit Cards would ‘make it tougher to work illegally in this country, making our borders more secure’.
The announcement immediately drew criticism, raising concerns about ‘mass surveillance and digital control’, the risk of hacking, and branded a ‘dystopian nightmare’.
Some critics vowed to turn back to Nokia 3310s and other non-smart phones to avoid carrying a Digital ID around with them – although a minister confirmed people wouldn’t be required to carry their ‘card’ on their phone while out and about.
A petition against Digital ID was set up on the official UK Government and Petitions site shortly after the announcement.
It quickly reached 100,000 signatures, meaning the subject must be considered for a debate in Parliament.
Within days the petition reached 2million signatures – and now, at more than 2.7million signatures, the government has responded to say it still intends to go ahead with the plans.
The full response said the government is committed to ‘making people’s everyday lives easier and more secure’ and bring in Digital ID as part of Labour’s manifesto commitment to modernise the government.
The government said it would not be a criminal offence to not hold a Digital ID, and police would not be allowed to demand to see it as part of a ‘stop and search’.
It also said ‘privacy and security’ will be central to the programme, and added that people already use and trust digital credentials on their phones, from boarding passes to virtual wallets.
‘The new system will be built on similar technology and be your boarding pass to government,’ the response says.

Letter: MPs Unite to Oppose Government’s Reported Digital ID Plans

More than 30 MPs from across the political spectrum have signed a letter to Prime Minister Sir Keir Starmer, expressing their “profound and passionate opposition” to reported plans for a compulsory UK-wide digital identity scheme.
The cross-party intervention, coordinated by Rupert Lowe MP, warns that Digital ID would mark “an unprecedented level of state control over British citizens” and represent a “fundamental change” in the relationship between the individual and the state.
In their letter, MPs describe the proposal as “dangerous, intrusive and deeply un-British,” arguing it risks laying the foundations of a surveillance state that could inevitably expand over time.
The signatories, which include senior figures such as Sir David Davis, Esther McVey, Gavin Williamson and Sir Geoffrey Clifton-Brown, stress that the British public has not been consulted on such a drastic measure. They urge the Government to “abandon these plans immediately” or, at the very least, bring forward any proposals for full parliamentary scrutiny and a free vote.
The letter states:
“Compulsory digital ID would mark a dangerous and permanent shift in the balance of power between government and governed. We will oppose it at every stage.”
Rupert Lowe MP confirmed on social media that the number of MPs backing the letter has now surpassed 30, following the support of John Lamont MP. He warned that Labour would face “enormous resistance in Parliament” if it attempted to introduce such measures.
This growing parliamentary opposition comes amid wider public debate about the implications of digital identification schemes. Proponents argue that Digital ID could improve security and streamline access to services, while critics warn it risks eroding privacy, civil liberties and trust in government institutions.
For the charity sector, which often works with vulnerable groups, the controversy raises key questions about data protection, consent, and the balance between security and individual freedoms. Many organisations will be watching closely to see whether the Government clarifies its intentions, and how any proposals might impact service users, particularly those already marginalised or at risk of digital exclusion.

We think this would be a step towards mass surveillance and digital control, and that no one should be forced to register with a state-controlled ID system. We oppose the creation of any national ID system.

ID cards were scrapped in 2010, in our view for good reason.

Former Conservative MP Andrew Bridgen, who was expelled from the party in 2023 for comparing Covid vaccines to the Holocaust, led the march alongside protesters carrying an effigy of the Prime Minister.
An advert for the protest by organiser Mass Non-Compliance warned: 'If you accept digital ID now, it may be the last real choice you ever make.'
Silkie Carlo, director of civil liberties group Big Brother Watch, said digital ID was 'fast becoming a digital permit required to live our everyday lives.'
She added: 'Starmer has sold his Orwellian digital ID scheme to the public on the lie that it will only be used to stop illegal working but now the truth, buried in the small print, is becoming clear.
'We now know that digital IDs could be the backbone of a surveillance state and used for everything from tax and pensions to banking and education.
'The prospects of enrolling even children into this sprawling biometric system is sinister, unjustified and prompts the chilling question of just what he thinks the ID will be used for in the future.

Thousands of demonstrators have taken to the streets of central London, voicing their opposition to the proposed digital ID plans.
Under strict police conditions, protesters chanted and brandished banners as they marched from Marble Arch to Whitehall on Saturday afternoon.
The Prime Minister announced in September that a mandatory digital ID system would be rolled out in 2029 for those working in the UK, as part of an effort to curb illegal immigration.
An advertisement for the protest on the website of organiser Mass Non-Compliance warned: "If you accept digital ID now, it may be the last real choice you ever make."
Plans for the implementation of digital IDs have already been met with criticism.
Conservative former minister Sir David Davis, who campaigned against their introduction during Sir Tony Blair's Labour government, said: "While digital IDs and ID cards sound like modern and efficient solutions to problems like illegal immigration, such claims are misleading at best.
"The systems involved are profoundly dangerous to the privacy and fundamental freedoms of the British people."
Tory leader Kemi Badenoch has dismissed the plans as a "gimmick that will do nothing to stop the boats".
Reform UK leader Nigel Farage has also said he is "firmly opposed".
The Liberal Democrats have said they would not support mandatory digital ID where people are "forced to turn over their private data just to go about their daily lives".

A pub has been renamed The George Orwell in protest over Labour's plans for new digital ID cards.
Signage with Sir Keir Starmer's face has been placed on the building of the rebranded The James Atherton boozer in New Brighton, Merseyside.
While images were also projected onto the side of the building with phrases from George Orwell's dystopian novel 1984, such as 'war is peace' and 'freedom is slavery'.
In others, the PM is depicted as the leader of the state of Oceania, while 'Big Brother is watching you' flashes before a large eye appears.
Landlord Daniel Davies said he changed the name of the pub as he fears Britain could become 'very Orwellian'.
'You can argue that all of these things, in the right hands, would be good,' he said. 'But in the wrong hands - and you see this in places like Hong Kong - they can become very Orwellian.
'Who has access to your data? How is it used? Is it sold on to any third parties?'
Mr Davies added: 'The government hasn't got a good history of rolling out IT on time, on budget, and which works.
'I think it's going to cause a lot of confusion for the elderly who are already seeing high-street banking going, post offices shutting, pharmacies shutting.
'The main thing I wanted to do is cause a conversation; to get people questioning, and not just going along with anything that gets brought in - especially things that have far-reaching effects on civil liberties and your data.'
