This episode is subtitled, "Preparing for Nuclear War", which the USA has been anxious to do for a very long time. I sometimes wonder if the sense of urgency is born of the failure to keep the arsenal current. Attempts to do so have always gone over budget and been canceled. The Minuteman III delivery system is very old and only a fraction of them have been refurbished. Then again, maybe Donny is just desperate for a massive and heroic world changing event that catapults him above all the historic conquerors.
