Here you have a stranger walking or jogging who was attacked, which sets a very high danger standard that must be considered with these types of facts and charges. That’s why I’m so surprised — even in a state without cash bail, this defendant likely would have been held.”

Tillman had a record of prior assault convictions and, shockingly, was released on a bond of only $9,500 just days after his arrest.
