The Protestant Bible Canon is a confession from 1647

Who, with identifiable authority, promulgated the first binding list of exactly the Protestant 66 book Bible canon - recorded with date and jurisdiction?
The answer is:
Not the Apostles.
Not any ecumenical council.
Not any Church Father.
No ancient decree lists those exact 66.
The first binding, named, dated document that matches the Protestant canon is Westminster, 1647 - England and Scotland – a Reformed churches confession.
A regional, post Reformation confession.
No universal jurisdiction.
Not ecumenical – and NOT apostolic.
Before that? Hippo 393 and Carthage 397 list the canon with the Deuterocanon.
Later, Trent 1546 reaffirms those Councils same broader canon for the universal Church.
Zero ancient lists match the Protestant 66.
The Protestant canon is a 17th century confessional statement, not an apostolic or early conciliar promulgation.
If your rule of faith requires a canon, you must name the authority.
For the 66-book Bible, it isn’t the Apostles.
It’s Westminster, 1600 years later.
