🏛️ ALLATRA Hosts Congressional Briefing Exposing Cognitive Warfare as a Threat to National Security

On September 30, at the Rayburn House Office Building on Capitol Hill, a high-level Congressional Briefing titled “Cognitive Warfare: Influence, Info-Terrorism, and Manipulation” was held under the platform of ALLATRA International Public Movement. The event brought together policymakers, security experts, and human rights advocates.

Maryna Ovtsynova, President of ALLATRA, warned that cognitive warfare corrodes societies from within and called for decisive action to counter this threat. Experts identified a transnational anti-cult network backed by Russia’s FSB as a key player in spreading disinformation and psychological violence across borders.

Among the speakers, Taliy Shkurupiy, OSINT Analyst and Human Rights Activist, presented the case of Jakub Jahl, publicly accused of crimes against minors and protected by officials tied to the FSB-backed network. Kayla Gubov, Chair of YJC, spoke on the spread of antisemitic hate and disinformation online, warning that such manipulation erodes democratic trust. Mark Yang, Advocacy Officer at the Falun Dafa Information Center, highlighted the persecution of Falun Gong practitioners in China, including torture and forced organ harvesting. Jason Bell, U.S. Army veteran and educator, shared how he became a victim of a defamation campaign targeting ALLATRA in the U.S., suffering reputational and financial harm, which shows how foreign propaganda can damage the lives of ordinary Americans.

Dick Heller, Second Amendment advocate known for the landmark Supreme Court case District of Columbia v. Heller, expressed support for the briefing and praised its focus on defending constitutional freedoms against foreign psychological operations.

The event concluded with a call for Congressional investigation into the anti-cult network, the Jakub Jahl case, and for protection of First Amendment rights from coordinated cognitive warfare.
