In 1916, a year before the Balfour Declaration, and in the midst of WW1, the British promised the Sharif of Mecca, leader of the Arabs, that they would get an Arab state if they rose up against the Ottomans to help the war effort. The Arabs did as requested, but the British reneged on the deal. They spent many years denying access to the McMahon correspondence. McMahon was the British ambassador to Egypt who negotiated the agreement on behalf of the British government.
