Major Hillary of the Military Police dies in an apparent car accident after seeing a ghostly giant on a foggy night along the Hudson River: the latest in a series of similar deaths involving members of the force. Later, Roger travels to the affluent East Town dome at the request of lawyer Rick Fraser to meet with his mother, the billionaire Melissa Fraser. Melissa hires Roger to find her other son, Bonnie, so that he can attend her 75th birthday the next day. What she does not acknowledge is that Bonnie, a member of the Military Police, was known to have been killed in action one year ago during a riot over land disputes at the Hudson River. Despite finding himself at the center of a seemingly impossible case, Roger ignores the cynical Rick's pleas to give up. Contending that Bonnie's remains were never recovered, Roger declares he will still make a good faith effort to fulfill his client's wishes. Roger's routine contact Big Ear tells him that a ghost appears by the Hudson River when the fog is thick enough, and that three high-ranking officers have already died after seeing it. Roger immediately connects the police deaths to the land dispute riots; the three officers were corrupt and each had a hand in the land buyout. He realizes that the fourth and final corrupt official, Colonel Anthony Gauss, is likely in danger and goes to Dan Dastun. Meanwhile, Colonel Gauss notices that his driver is Bonnie, who is very much alive and has separated Gauss's car from its escorts. On the same bridge over the Hudson River where he fell last year, Bonnie confronts Gauss with his crimes and prepares to kill him. Gauss panics and falls into the river to his death after seeing the ghostly figure emerge. Dastun and reinforcements arrive by boat and attack the ghost, with Dastun concluding there never was a ghost, just a serial killer. However, both the Military Police and Big O fail to damage the figure since their attacks pass right through it. Roger discovers that the supposed "ghost" was only a projected image originating from Bonnie's Megadeus Osrail, which was also responsible for producing the unusually dense fog. Big O triangulates Osrail's concealed location in the city and destroys the machine, putting an end to the hauntings. At the case's denouement, Bonnie reveals to Roger that it was the four corrupt officers who were responsible for his "death" at the riot after they discovered that he was leading the protesters against the land buyout. As he unconsciously fell into the river, Bonnie was saved by the submerged Megadeus Osrail. When he recovered he mysteriously had the memories needed to pilot it and vowed revenge against the officers who tried to kill him. Bonnie returns to his mother in time for her birthday, who never doubted that he was alive.
