Thinking "more" means "less"

"Lateral Democracy" is a term that Russell Brand threw around a lot about 10 years ago. recently, I've seen this political philosophy reignite among many centrists.

adopting a more localized system sounds great, but is this truly a Centrist solution? is it better to have your government close to home or in a city very very far away? well this system results in more bureaucracy or less? is this a conservative solution, a liberal solution, or a Centrist solution?
