Melvin Byrd, a Cape Kennedy "miniscule molecular particle surveillance monitor"—a janitor—aspires to be a scientist. His duty is to keep a large rocket project absolutely dust-free, and he accomplishes this with his own delightfully imaginative inventions, such as a "knight on a white horse" that literally attacks dirt. Melvin enters the one room that is totally off-limits to him after meeting Judy, a chimp working on a top-secret project, at work. Melvin does not discover that any guy who enters the project room will be negatively ionized until he has done so, which causes him to soar like a bird.
