“The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”

By the time the Founders wrapped up the Bill of Rights, they weren’t just putting the cherry on top — they were slamming the door shut.

They had already guaranteed free speech, the right to bear arms, protections from searches, fair trials, and all the rest. But there was still one nagging fear: what if the federal government just made up new powers and claimed the Constitution gave them the authority?

The Tenth Amendment is the answer. It’s basically the Founders yelling across time: “If it’s not in here, Washington can’t do it.”
