A layoff is a termination of employment due to to business reasons, usually not due to performance.

The key word is termination. A termination is not the same as a furlough.

A furlough is a suspension or discharge of a worker or workers on account of economic conditions. Typically it a temporary suspension of work.

A termination is a permanent end of a current employment status.

The U.S. federal government is partially shutdown because the Democrats will not allow a continuing resolution to be passed in the U. S. Senate.

Non-essential civilian federal workers should be laid off during the U. S. Government shutdown.
