​A multi-year international investigation has culminated in the unsealing of a U.S. federal indictment against a Kenyan national, Eric Ndungu Mwangi, for conspiring to steal critical, U.S.-funded global health commodities intended for the Kenyan people.
​What Happened?
The indictment, filed in the District of South Carolina, alleges that Mwangi, through his company Linear Diagnostics, systematically stole HIV test kits and other essential medical supplies paid for by the U.S. Agency for International Development (USAID) under the massive $650 million KEMSA Medical Commodities Program (MCP), which is part of the U.S. President's Emergency Plan for AIDS Relief (PEPFAR).
​The stolen goods, meant to help Kenyans living with HIV, were allegedly diverted and sold internationally to a Guyanese co-conspirator who then profited by reselling them to the Guyanese government. The conspiracy involved over $177,000 in diverted supplies between 2015 and 2019.
​This case shines a spotlight on the deep-seated issues of corruption that plague the supply chain for international aid. Mwangi, who was arrested by Kenyan authorities in 2021, faces separate U.S. charges including conspiracy against the United States and theft of health care commodities, which carry a potential sentence of up to 20 years in federal prison.
