The Democratic Republic of Congo (DRC), the world's largest cobalt producer, has rolled out a new, strict annual export quota system set to take effect on October 16 to stabilise prices and combat fraud. President Félix Tshisekedi has issued a strong warning, stating that exporters violating the new quotas will face a permanent ban. The move follows an export freeze that, according to the President, helped drive a 92% rebound in cobalt prices since March. The quota for the remainder of 2025 have been set at 18,125 tonnes, rising to 96,600 tonnes for 2026 and 2027. The new system, which grants the DRC greater control over its strategic mineral, has faced resistance, particularly from the Chinese firm CMOC. The DRC has asserted it will not allow foreign powers to control its resources.
