			Trump’s Insurrection Act Warning: Troops Deploy to Chicago as Court Blocks Portland Move
President Donald Trump has threatened to invoke the Insurrection Act, escalating his standoff with Democratic governors and mayors as National Guard troops head to Chicago despite ongoing legal challenges. A federal judge in Oregon has temporarily blocked Trump’s order to send Guard troops to Portland, marking a major blow to his attempt to use federal power to police U.S. cities.
In Chicago, however, hundreds of Texas National Guard troops are already in transit after Judge April Perry allowed the deployment to proceed while the court reviews lawsuits filed by Illinois Governor J.B. Pritzker and Mayor Brandon Johnson. The White House insists the troops will help restore “law and order,” but critics call it an unconstitutional power grab.
The Insurrection Act, first enacted in 1792, allows the president to deploy military forces domestically in cases of rebellion or obstruction of federal law — but it’s been rarely used without a state’s request. The last major invocation was during the 1992 Los Angeles riots. Trump claims Democratic cities like Chicago and Portland are “out of control,” yet local officials say protests outside ICE facilities have been mostly peaceful, except for clashes involving tear gas, rubber bullets, and arrests of demonstrators and journalists.
Governors Gavin Newsom of California and Pritzker of Illinois have accused Trump of “militarizing America’s cities” and using National Guard troops as political props ahead of the election. Meanwhile, federal judges continue to weigh whether the president’s orders violate the Posse Comitatus Act, which restricts military involvement in domestic law enforcement.
The showdown underscores deep tensions between the Trump administration and Democratic-led states, raising questions about federal authority, civil liberties, and the role of the military in U.S. cities.
