@2bNot That’s simple, because he's protecting the people in the list. He puts israel before anything else, if it came out that our "greatest ally" has been blackmailing our politicians it would look bad on them and everyone who has assisted them. He didn't necessarily participate, but he's protecting those who did. They may have coerced him to do this somehow who knows. He has family, it just takes a little imagination to imagine how or why somebody could be pressured into doing something. Whether he is or not isn't really the point, they won't be released because they're all intertwined in some way. They don't need blackmail on everyone, just a few people in the right places. He's nowhere near the top of the food chain, whether he's being used or not points to a bigger problem, it's the people he's obedient to.
